The resultant benefits from the reintroduction of this species in terms of water management, biodiversity and ecotourism would significantly outweigh from an economic perspective any incurred management costs. It is proposed that the beaver working group develop a formal re-introduction proposal based on the IUCN Guidelines in order to facilitate an application for the licensed release of European beaver into a limited number of trial habitat areas.
With any re-introduction programme stakeholder concern regarding population control may be an issue. This concern must be addressed if consensual progress is to be achieved. There must therefore be an appropriate mechanism in place to deal swiftly and competently with any localised issues which result from the presence of beavers. To this end it is proposed that beaver management groups - comprising species experts, local community members and landowners - should be established for each release trial site. These groups should have the derogated power from the statutory authorities to act swiftly in conflict situations. Beaver built structures such as dams and lodges should not be protected and facilities/trained personnel should be in place before any restoration.
